You will need to get a dratini and then level it up once for it to evolve into dragonair and then once again for dragonair to evolve into dragonite. Dratini can be found underground in the hideaways. Dratini will only spawn once you have the national pokedex. Dratini can only be found at the fountain spring cave as well. If you are struggling to find one then exit the hideaway and then re-enter, this will spawn new pokemon.
