The less air inside the fork (ie. more oil), the quicker the air spring will ramp up it's effectiveness and the more powerful it will be at the last part of the travel. • its always better to set the oil level by oil height instead of oil quantity, unless and otherwise you completely strip down the entire fork, which is only donw at some fork speciality shops, not everyone does that, there must be some residual oil left inside the fork tubes.
