Octavia first requires you to have completed the quest Octavia's Anthem. That will get you Octavia's main blueprint. From there you farm the Chassis blueprint from the lua music room/puzzle. Simple, hit the button, follow that pattern, complete the pattern. The Octavia Neuroptics blueprint drop form rotation C of Orokin Derelict Survival, soon to be Heart of Deimos survival I believe. Finally the systems drop from A rotations cache of the Lua Crossfire Exterminate missions, should be easy to be honest.
