Your Fiero is 37 years old. The exterior is plastic (mostly SMC actually) but underneath is steel and it can absolutely rust - and chances are, yours has too. Rust converters are snake oil. The correct way to deal with rust is t cut it out and weld in new steel. Painting over it makes you feel good for a little while - but it will come back quickly and it does nothing for structural integrity!
