In 2nd generation Pokemon games Golbat won't evolve into Crobat just by hitting certain lv, Golbat needs to have enough happiness (over 220) to evolve, when it reaches enough happiness you just past one lv and Golbat will evolve. You can check happiness lv in that lady's house in Goldenrod City, if it's over 200 (and then you will know that you are close) she will say that your pokemon trust you a lot or that it seems happy.
