Partisans 1941 will feel familiar to fans of games like Commandos, Desperados, and Blades of the Shogun - real time tactics with an emphasis on stealth, set on the Eastern Front of World War II (as opposed to the Wild West or Edo Period Japan). Leading a small band of resistance fighters, you spend time establishing an HQ from where you participate in operations to dismantle the occupying forces.
