Mitch is using a CBN15-F64-A2 capacitive sensor, which is a basic nonflush sensor rated for 15 mm range and normally closed operation. Capacitive sensors detect material through nonconductive containers based on the dielectric constant (DC). In this experiment, Mitch demonstrates liquid-level sensing using water, and granular materials sensing using sand. Because sand and water both have a higher DC than Plexiglass, we know a capacitive sensor will work for this application.
