ASP Trooper Morphis DWI Suspect Refuse Arrest After Lawful Order 021924

On Monday, February 19, 2024, I, Trooper Walker Morphis, was patrolling North Gabbert Street in Monticello when I observed a black Dodge Charger with suspected illegally tinted windows. I turned around to conduct a traffic stop on this vehicle when the operator suddenly accelerated and pulled into a driveway behind a residence without using a turn signal. As the operator turned into the driveway, the headlights on the car also turned off in an attempt to hide. • The driver of the vehicle, identified as Tequila Scott, was commanded to step out of the vehicle. As Ms. Scott exited the vehicle, I requested her driver's license to conduct the duties of my traffic stop. Ms. Scott refused to submit and provide her driver's license after several orders were given. Ms. Scott was asked to provide her license approximately six times, to which she failed to comply. • Due to Ms. Scott failing to provide her identification as ordered, I attempted to take Ms. Scott into custody. • As I reached for her hand to place it behind her back, she pulled away and became more argumentative and combative. • I then gave Ms. Scott another opportunity to provide her identification, to which she failed to comply again. I then grabbed Ms. Scott's left arm and attempted to place it behind her back, but she continued to resist. Ms. Scott was then given one final opportunity to provide identification but would not. • After approximately two minutes of attempting to gain identification, and Ms. Scott continuously refusing and resisting, I grabbed Ms. Scott and took her to the ground to effect an arrest. • While on the ground, I placed my knee in the center of her back to prevent her from getting back to her feet. Once on the ground, Ms. Scott placed both of her hands under her chest and refused to comply. Trooper Tyler Grant then arrived on the scene, and we were able to gain control of Ms. Scott's hands. Ms. Scott was then arrested without further incident and brought to her feet. • Due to Ms. Scott's size, she could not fit in my patrol vehicles half-cage. Therefore, the Monticello Police Department was requested to transport Ms. Scott.
