J Cavness talks about how Asbestos is Regulated in the United States? There are primarily two federal agencies that are responsible for Asbestos regulation. The First is the EPA ( the Environmental Protection Agency ). The Second is OSHA ( the Occupational Safety Health Administration ). • The EPA's regulation focuses on the public health exposure that can be created from Asbestos work. • On the other end of the spectrum there is OSHA. OSHA protects workers and the people doing the work in the buildings that contains asbestos. • On the EPA side there are 3 regulations: • The first is NESHAP ( the National Emission Standards for Hazardous Air Pollutants ). NESHAP regulates the waist stream that comes out of the buildings when asbestos work is being done. • The second is the AHERA ( Abestos Hazard Emergency Response Act ). AHERA outlines how to safely manage installed asbestos containing materials in buildings. • The third is the Model Accreditation Plan ( MAP ) which is an appendix that comes out of AHERA. MAP deals with accreditation of individuals who do the high risk work in buildings that have asbestos. • OSHA Regulates the work being done onsite. It requires that the building owner and employer to identify asbestos and to notify those who may disturb it.
