Preheat oven to 375°F. Cook the beef in a 10-inch skillet over medium heat until browned and crumbly, 5–7 minutes. Add the onion and bell pepper. Cook, stirring occasionally, until the vegetables are tender, 4–6 minutes longer. Stir in the taco sauce and red pepper flakes. Mix well. • • 2. Spread 3 tbsp. refried beans on 1 tortilla. Spoon 1/3 cup beef mixture down the center of the tortilla. Sprinkle with 2 tbsp. Cheddar. Fold in the sides of the tortilla and roll up. Place, seam side down, on an ungreased baking sheet. Repeat with the remaining tortillas. • • 3. Brush the tortillas with the oil.
