Center to Edge Aiming is one of several names for a type of pocket billiards (pool) aiming system. One generic name is Offset and Pivot. Offset the cue stick laterally some amount from center ball and align your aim at a defined target on the object ball, dependent on the geometry of the situation (cut angle and distance between cue ball and object ball) and then pivot until aiming through the center of the cue ball.
