That country is Montenegro, and it declared war against Japan in solidarity of Russia. The Russo Japanese war ended thanks to a treaty, but that treaty didn't include Montenegro. Which meant that Montenegro was still technically at war. In 1918, Montenegro disappeared as came in Yugoslavia, but on it's independence in 2006, Montenegro and Japan signed a treaty resulting in this 100 years war to end.
