In the 1970s, in the black neighborhood of Harlem, Frank Lucas is the chauffeur of mobster Johnson. After Johnson's violent death, Frank took full advantage of the hard-won opportunity to reorganize all the power distribution in the underground world and successfully rose to the top, taking over the big brother's business and controlling the drug trade power. During this time he traveled to the Golden Triangle in Southeast Asia to smuggle high-purity heroin, opened up his own family brothers, gathered a group of men who work for him, and a dark force is emerging. On the other hand, police officer Richie Roberts, whose family is broken up and who doesn't fit in with the mainstream society, spends his time on the streets as a slob. He slowly realizes that there is a rising tide in the drug scene and starts a secret investigation.
