Rodan is one of Toho's most iconic and recognizable characters, and his theme has stuck with the character for so long due to it being just as iconic. A menacing, low secondary motif is added for Rodan in his Heisei ventures, before building up to the iconic, loud, brass heavy theme he's had since his debut.
