Outlook Online, or Outlook for the Web as its now called has several different ways that you can use to attach files. You can use the Browse this computer method that will attach a file from your local hard drive. You can also use the Browse cloud location method that will let you attach a reference to a shared file from your OneDrive cloud storage account.
