Time of day does not matter. Gastrodon may have Sticky Hold as its ability, and then you can use Soak to make it a pure water type so that you can Thunder Wave. Gastrodon may also have the Storm Drain ability, in which case it will be immune to water type moves and also receive a stat boost from the move.
