For two hundred years, Japan had a strict isolationist policy in place with regard to trade and relations with foreign nations. In 1853 and 1854, Commodore Matthew Perry of the U.S. Navy led expeditions to Japan in order to attempt to use diplomacy and, if necessary, force, to allow the U.S. to trade with Japan.
