The second of back-to-back atmospheric rivers is slowly churning across the U.S. state of California, flooding roads and knocking out power to hundreds of thousands of people. • Forecasted with heavy rainfall and hurricane-force winds, the latest storm began Sunday in central California — pummeling the Santa Barbara region along the way — and is slowly making its way south towards Los Angeles County.
