Jaqen, a Faceless Man, can ostensibly impersonate anyone, including Ned Stark. • He would not BE Ned Stark. • Since half of King's Landing saw Ned Stark beheaded, there would be little point in appearing to be Ned Stark anywhere where there was a risk of encountering someone that might actually recognize Ned Stark (like anywhere in Westeros). It was only Joffrey's impetuous act that led to Ned's death, so it would seem very unlikely that Ned would think to plan to commission a Faceless Man to take his place, have the time and ability to contact a Faceless Man for that purpose, or, have the financial resources to pay for such a commission, especially given that the person marked to die would be the Faceless Man himself. • So, if the point of your question was in hopes that, somehow, Ned Stark would make a triumphant return to the story by way of having had a Faceless Man take the fall for him, I feel confident in saying that your hope is unfounded. • As much as we'd want to see Lord Stark back, it seems unlikely. But there is no need to lose optimism here because, one, we're awaiting a book. Two, Death has not been portrayed in any sense of permanence in A Song of Ice and Fire. • The question however is, is Ned Stark as crucial a character anymore ? His sense of honour and maybe his protection of Jon Snow (if you go by the L+R=J theory) have set things into motion. Now, as winter approaches, the story paves way for the arrival of Azor Ahai in our midst and Lord Stark's revival doesn't seem likely to change much. • While it is unlikely that Jaquen is Ned Stark, one cannot help but notice that his presence in Arya's life is not what it looks like.
