Emergency Operating Centers: The Basic Concepts was created in 1967 by the Office of Civil Defense. Conrad Bain, still a few years away from his role as the kindly Mr. Drummond on Diff'rent Strokes, hosts the film as he explains the proper set-up and organization of a metropolitan command center for a city government. Throughout the film, Bain is harangued by a snarky janitorial assistant played by comedian Arnold Stang. While the film quality has deteriorated with age, it still makes for an entertaining watch.
