Pull up a walkthrough, follow the walkthrough but miss the stone in Hobbs fall. Keep following the walkthrough, get distracted by Cicero and a dragon. Get lost for an hour looking for the stone in the Jarls room in Whiterun. Even though you already have it. Keep following the walk through, get to the end and realize you're still missing one. Finally find the one in Hobbs fall. Go back to Vex and realize the quest isn't actually over.
