UPDATE 4/12/2013: According to the second to last entry on this forum thread (http://forum.ea.com/eaforum/posts/lis..., the next few updates will resolve the residential-only city issue. What does this mean for overall RCI balancing? You'll just have to play the game to find out, because returned all our copies back in March. Made 1.2 million. Never went negative on the income stream. Half the city burned down.
