The second day of the 33rd World Design Assembly, the Design Conference took place on 28 October 2023. The event was hosted by WDO and the Japan Institute of Design Promotion (JDP) at Roppongi Hills in Tokyo. • This session features presentations and discussion exploring Design Beyond through the lens of policy from: • Hiroshi Harakawa, Deputy Director, Design Policy Division, Ministry of Economy, Trade and Industry • Transitioning from the private sector, he joined the Japan Patent Office in 2012, specializing in industrial and consumer equipment design examinations. Since July 2021, Harakawa has been researching the evolution of Japan's design policies over a century and exploring global design strategies. Now, as one of the few art school graduate officials, he leads a study group leveraging his design expertise to envision future design policies. He graduated with a degree in Product Design from Tohoku University of Art and Design. • Muhammad Neil El Himam, Deputy Minister for Digital Economy and Creative Products at the Ministry of Tourism and Creative Economy, Indonesia • Muhammad Neil El Himam, M.Sc, joined the Ministry of Tourism and Creative Economy (Kemenparekraf) in 2020 as Director of Digital Economy for Application and Governance. His career in government office began when he took the position as Junior Supervisor (Class II/a) in the Agency for the Assessment and Application of Technology (BPPT) in 1989, Director of ICT Infrastructure and Facilitation for Creative Economy Agency (Bekraf) from 2015 to 2019. • Takashi Asanuma, Vice-Minister for Digital Transformation, Government of Japan • Takashi Asanuma has worked in experience design at business and consulting companies, and was appointed Chief Digital Officer of the Digital Agency of the Japanese Government in September 2021, and Vice-Minister for Digital Transformation, Chief Officer of the Digital Agency from April 2022. • Anna Whicher, Associate Research Director, PDR • Anna Whicher's professional passions focus on developing, implementing and evaluating government policies, services and programmes using design methods. She has supported governments around the world to develop policy labs and design action plans. • Chi-Yi Chang, President, Taiwan Design Research Institute (TDRI) • Chi-Yi Chang is the President of Taiwan Design Research Institute (TDRI) and former WDO Board Member. He is a Professor at the Graduate Institute of Architecture at the National Chiao Tung University and Vice Chairman at Xue Xue Foundation. He was the Deputy governor of Taitung County Government. • Many thanks to the moderator of this session Kinya Tagawa, CEO, Takram • As principal, Kinya Tagawa leads Takram, a design firm that handles a wide range of innovation and branding themes from cosmetics to aerospace engineering.
