Iran sees Azerbaijan as an important partner in the region. Tehran, which has established close relations with Armenia, wants to continue its commercial activities in the region by keeping its borders open with Armenia. At the same time, Armenia's close relations with Russia also affect Iran's regional policies. Not only that, it also cooperates economically with Georgia, one of the regional actors. Iran sees Georgia as a gateway to Europe via the Caucasus.
