According to Costa Mesa resident and business owner Urson Russell our city council created a scheme he calls “Pay to Play” that takes away your right as a citizen of Costa Mesa to vote on major construction projects in our city. In 2016 the Citizens of Costa Mesa passed Measure Y by over 68% to keep approval of high-density projects in the hands of the people. Russell says our city council is influenced by out of town developers such as Rose Equities and has been working overtime to take that vote away. • Urson was born and raised in Costa Mesa, is a lifelong resident and has a passion for Costa Mesa.
