Vulpes just wanted to make sure I got the message. • This is a glitch that happened during a stream of my fist only world randomizer playthrough. For context, I had already spoken to Vulpes on the strip once after killing Benny, and later talked to him in Nipton prior to this glitch occurring the next time I visited the Strip.
