The Real Estate Exchange Fairness Act of 2023 aimed to amend the Internal Revenue Code of 1986 to include Puerto Rico within the definition of the United States for purposes of like-kind real estate exchanges. This would have allowed real estate transactions in Puerto Rico to qualify for the same tax benefits as those occurring within the 50 states.
