Seizing papers begins 1st Amendment Auditing channel

My business is regulated by the Nevada Transportation Authority. On May 17, 2022 Supervising Investigator David Gravel came into my office and SEIZED papers. He did not come in as the law says he can and examine them, look at them, make sure the information was correct... instead he took the papers with him, made a file and started a criminal investigation about fake ad hoc rules, regulations fake laws that the NV DMV had created by writing emails and using word documents.
