(15 Oct 1998) English/Nat • • NATO's Secretary General says Serb President Slobodan Milosevic has still not fully complied with U-N resolutions in Kosovo. • • NATO continues to keep a wary eye on developments in the region, despite reaching an agreement earlier in the week that averted air strikes against Serb forces. • • After meeting with the Polish Prime Minister, Javier Solana said a complete solution in Kosovo will involve signing the agreement and full implementation of the terms of the deal. • • There may be peace in Kosovo - but NATO is still keeping a watchful eye on the region. • • International observers say signed agreements are all well and good - but actions speak louder than words. • • NATO wants Yugoslav President Slobodan Milosevic to withdraw more Serb forces by Saturday's deadline. • • It is just two days into Milosevic's four-day grace period - but he must meet the demands of the agreement or face airstrikes. • • NATO's Secretary General, Javier Solana says although the Yugoslav leader is making progress toward compliance, he still has a way to go. • • Speaking after meeting with Polish Prime Minister, Jerzy Buzek, at NATO headquarters in Brussels, Solana said that compliance is the sole important issue. • • SOUNDBITE: (English) • I would like to say very clearly now that the important thing are not the agreements that we sign. The important things on the ground is compliance. The information that we have at this very moment is that still the compliance is not reality. Some efforts have been made but still the compliance is not reality. If I have the opportunity to talk to president Milosevic I will send a very clear message: that the solution of the problem is not signing of papers it is to comply with agreements that have been achieved and to comply with UN resolution 1199. That is the aim, that is the goal. • SUPER CAPTION: Javier Solana, NATO Secretary General • • NATO is planning to send Solana and two top commanders to Belgrade to sign an air surveillance deal for Kosovo. • • This trip will be used to reinforce the compliance message - considered essential to help the thousands of refugees in Kosovo. • • SOUNDBITE: (English) • It is true that yesterday there were some decisions on the ground that allowed what is very important which is help to refugees and displaced people. But it is very important for these people to return to their villages, it is very important that they feel guarantees of being secure and being safe. And for that the compliance with withdrawal of troops is very important and therefore we will keep our eyes and our ears open.
