I show off doing this with a lvl 3 EXP boost. But even doing the same method with a lvl 1 EXP boost and lucky eggs in the Indigo Disk terrarium will be much faster than the old way. Lvl 3 EXP sandwiches have always been bottlenecked by not seeing enough Chansey to make it worth using.
