Wide of Karzai fielding questions from the Jirga • STORYLINE: • A traditional Afghan national assembly, or Loya Jirga, on Saturday endorsed President Hamid Karzai's decision to negotiate a long-term security pact with the US, but imposed some conditions, including an end to unpopular night raids by military forces searching for insurgents. • A non-binding resolution, issued at the end of the Loya Jirga, backed a call from Karzai to negotiate a pact that will govern the presence of U.S. troops after 2014, when most international forces will have left or moved into support roles. • More than 2,000 people attended the four-day meeting in the capital Kabul. • They asked Karzai to ensure that the United States end night raids, hand over all Afghan detainees in their custody, and limit any agreement to a term of 10 years. • They also said the future pact must be approved by parliament once it is drafted. • The Jirga's findings are consultative, but they are likely to bolster Karzai's negotiating position with the United States during talks that are currently under way for a written U.S.-Afghan agreement, which the U.S. calls a Strategic Partnership Document. • Karzai pledged to the Jirga that they would be fully consulted throughout the process. • This Strategic Partnership with America and others will not be without your consultation and will not be behind your backs.
