This video explains the Dataflow style of modeling of a 2:4 decoder. For a 2:4 decoder, there are three input ports- A, B and enable E and there are four output ports. Whenever E=Logic 1, decoder is in the enabled condition and based on the values of A and B, one of the four outputs will be HIGH and rest of the outputs will be LOW.
