The truth is that there's a significant genetic component involved - I personally had veins jumping out all over the place even at 12 years old before I ever touched a weight. From there it's mainly just a matter of basic fat loss/muscle growth, and keeping water retention under control can help a bit as well. It's not really something to get specifically hung up on since your long term vascularity will pretty much just be a side effect of the stuff you're already doing combined with genetics.
