This video shows how to unlock Taskmaster in LEGO Marvel Super Heroes. This character token is actually floating on a platform high above the southern end of Manhattan. It is basically at the same elevation as the SHIELD Helicarrier, so your best bet is to fly from the Helicarrier right over the water at the south end of Manhattan.
