Why the Aussies chose the Steyr AUG Bullpup

Did they tip the scales in favor of the Steyr AUG instead of the M16A2 because Colt wouldn't get Australia the license to manufacture? Was the test biased? The fact that none of the Australia Special Forces community use the Steyr makes me suspicious. There are some internet theories that it won thanks to Colt not letting Australia have the license but I don't think I put much weight on that belief.
