Kochi: Loot in broad daylight is going on in the name of a cess for Kerala Building Other Construction Workers Welfare Board. In the name of this cess, the labour department collects Rs 10,000 to lakhs of rupees from completed houses. Those who are unaware of the law are stunned to get the bills for cess. It was in 1996 that the law for Construction Workers Welfare Board Cess passed. It was later amended in 2015 when the UDF government was in power. Now, the government has also revoked the exemption given to houses with a construction cost of less than Rs 10 lakh.
