As light passes through space it does travel at 300,000 kms a second. How-ever as light passes through different materials, such as air or water theses materials can either speed up or slow down light. The reason you cant see the penny when its in the jar without water, is because the light is bouncing off the penny hitting the side of the jar and bouncing away from your eye. How-ever as light passes through the water at an angle, the part of the light beam that hits the water slows down this causes the light beam to bend or refract. Since the light beam bends so the whole beam can travel at the same speed, this makes the makes the penny appear in a different spot. As the light passes back through the water and back into air, the part of the light beam that hits the air first slows down so the light beam can travel at the same speed.
