In this tutorial I show you how to make a tulle flower headband. These headbands go great with the tutu dress I showed you how to make in my last tutorial. They are also cute with just about any other outfit. Some things you'll need: Elastic lace, tulle, scissors, hot glue gun, felt, ribbon, and rhinestones.
