#TalkTuesday sponsored by World Events Insurance. • The Downtown Stockton Alliance (DSA) is a public/private partnership uniting almost 1,000 property owners and downtown businesses. The non-profit DSA was incorporated in 1996 as a 501(c)(6) corporation and officially began operations in 1998. Funded by a Property Based Improvement District (PBID) which allows property owners to self-assess on properties and a Business Improvement District (BID) allowing business owners to self-assess their businesses, the Downtown Stockton District was voted into creation in 1997, renewed for a second five-year period in 2002, next for a ten-year period in 2007, and most recently in 2017 for another ten-year period until 2027. Downtown Stockton Alliance (DSA) focuses in five critical areas as determined by the Downtown Management District Plan: Maintenance, Safety, Public Policies, Economic Development, and Marketing. • The DSA has launched multiple programs as a component of ARPA funding from both City County sources. • Downtown Stockton Window Repair Reimbursement Program: • Through SJC ARPA funds, the Downtown Stockton Alliance is offering to reimburse Downtown Stockton businesses for broken window repairs. • To request reimbursement for a Downtown Stockton business/property window repair, please fill out the required information below and attach the required materials. • The Downtown Stockton Entrepreneur Support Program: • Through SJC ARPA funds, the Downtown Stockton Alliance is offering to pay for Downtown Stockton business memberships in local chambers of commerce OR tuition for business-related workshops/education for Downtown Stockton businesses. • The Downtown Business Façade Improvement Grant Program: • Through COS ARPA funds, the Downtown Stockton Alliance funds project types to include: • Structural Restoration • Window and door replacements • Exterior finishes, such as paint, siding, stone or brick veneer, stucco, etc. • Awnings/canopies • Exterior lighting affixed to the building • Signage • Outdoor dining enclosures • Downtown Stockton Enterprise Loan Fund (DSELF): • Acting under the umbrella of the DSA, the Downtown Stockton Enterprise Loan Fund (DSELF) is a non-profit, multi-bank community development corporation created to facilitate economic development in Stockton’s economically under-served downtown. • The DSELF is intended to provide traditional and “gap” financing by providing small business loans to Downtown Stockton entrepreneurs who cannot obtain a complete package of conventional financing.
