Bailiff from Task Enforcement turns up for a parking fine. He threatens to get the police to get involved in this civil matter by threatening us with arrest, as well as saying that the police will be able to extort information from us as to who we are. He was not willing to show any identification but is willing to take property from people whom he does not know.
