To do this, activate eagle vision. If they are glowing gold, they are doing an observable action. Aim in on them with your left trigger, and a notice should pop up. Do this 3 times with 3 different activities. Some settlers have more than 3 available activities, you don't need all of them though. • I strongly recommend doing this in one go once you've fully settled the homestead, and while it's not required, having completed all of their missions and dialogues as well. Makes it more streamlined. Note that this can only be done during the day, aside from a few Innkeeper ones. Many require early morning.
